Dr Khalifa Jeham Al-Kuwari, MD 

Director General

Dr Khalifa Jeham Al-Kuwari, MD, is the  Director General at Naufar.

As a Senior Healthcare Management Executive and a practicing physician, he has undertaken many roles, internationally and nationally, in the field of healthcare. 

Prior to working at Naufar, he was appointed as Chairman of the Medical Commission at the Supreme Committee for Delivery and Legacy (since 2016) and served as the Director General of Aspetar Orthopaedic & Sports Medicine Hospital (2013-2016). His two decades worth of experience in the field have included working as a Specialist community Medicine Physician in Hamad Medical Corporation, and as the Chief Executive Office of Aspetar Orthopaedic and Sports Medicine Hospital.

Dr Al-Kuwari’s extensive experience with complex healthcare systems have led him to be an esteemed member of the Weill Cornell Medical College Continuous Professional Development Advisory Board, and of the National Continuing Care Design Oversight Committee for Qatar’s National Health Strategy – which looks into constructing a framework for continuing care in Qatar through connecting and integrating services for rehabilitation, intermediate and long-term care, home care and community support.

His various achievements include attaining F-MARC Accreditation for Aspetar Hospital as a FIFA Medical Centre of Excellence since 2009, the GCC accreditation of Aspetar as the first GCC reference Centre for Sports Medicine 2013, and as a regional centre for the “Exercise is Medicine” Initiative in 2015. He was also able to have Aspetar attain an accreditation as an International Olympic Committee Research Centre for the Prevention of Injury and Protection of Athlete in 2014. 

Professor Jallal Toufiq

Chief Medical Officer

Professor Jallal Toufiq is a former Professor of Psychiatry and Addiction Medicine at the Rabat University Mohammed V Faculty of Medicine and Pharmacy. Jallal Toufiq was trained in Morocco, France and the USA in mental health, research and epidemiology applied to drug use. Jallal Toufiq is the founder of and contributor to numerous university diplomas on Addictology in Morocco, France, Tunisia, Greece.

Until January 31, 2025, he was the Director of the Arrazi University Psychiatric Hospital, the Director of the Reference Center for Treatment, Prevention and Research in Addictions, and the Director of the Moroccan Observatory on Drugs. He was also the founder and the Honorary President of the Moroccan Association on Addictology. Prof Jallal Toufiq served also as the President of the Moroccan Federation of NGOs working in drug use prevention. Prof Jallal Toufiq was a member of the National Commission on Drugs, a member of the Technical Committee on Drugs and a member of the National Committee on Mental Health. He also served as the counselor to the Minister of Health on Drugs and Mental Health.

Prof Jallal Toufiq is a member and current President the United Nations International Narcotics Control Board. He is also a member of the Board of the International Consortium of Universities for Drug Demand Reduction. He is a member of the United Nations Scientific Committee.

Prof Jallal Toufiq  was the founder and the representative for Morocco at MedNET of the Pompidou Group (Council of Europe) as well as a member of the MedSPAD committee. He co-founded the Middle East and North Africa Harm Reduction Association (MENHARA). He serves as expert and consultant for many organizations such as WHO, UNODC, African Union, Council of Europe.

Prof Jallal Toufiq has extensively published in the _eld of mental health and addictions. Prof Jallal Toufiq joind Naufar Hospital in February, 2025 to serve as Chief Medical officer.

 

 

Mr Saleh Bin Ali Al Muhanadi

Chief Operation Officer

Mr Saleh Al Muhanadi is the Chief Operating Officer at Naufar since 2016. He has served in key positions at Naufar as a trusted leader and a strategic thinker, contributing to significant progress for the organisation in the scope and volume of its operations during his service.

His strategic guidance is a strong contributor to Naufar’s journey to become a Centre of Excellence. During his tenure, Naufar has achieved various sustainability certifications and implemented an internationally recognized quality system.

Having started his career as a military leader, he has a strong passion toward peace making and preserving human dignity in difficult times. After years of volunteering for the noble cause of Qatar Red Crescent (QRC), he also served the role of the Secretary General of the Qatar Red Crescent , Director of, Relief, and International Relations Since then, he has been recognised locally and internationally for his commitment to the humanitarian cause.

Prior to this, Mr. Al Muhanadi was lead the Facilities and Support Services Department at Aspetar hospital for two years, a result of the added value of his extensive experience in humanitarian issues and training in the medical subjects, in addition to his personal interest in seeking public safety and wellbeing.

He has also represented QRC and the State of Qatar in major International Conferences and Forums leading discussions, emergency appeals and negotiations on behalf of the communication for the vulnerables during crises. As such, he represented the State of Qatar in Hugo Agreements in Japan in 2005 and at the United Nation Conference addressing Anti-Personal Mines. He was also a member of the board of trustees in the Independent Schools Education System and the Permanent Emergency Committee from 2005-2007.

Mr Al Muhanadi has given lectures and conducted research some of which are in the field of Resource Development in Civil Society Organizations. As a devoted volunteer with a passion for positive social development, he served several social and civil societies, NGOs and government bodies; and was entrusted to successfully lead community services and relief missions at the State level.Director General, Naufar
